Innovation Commercialization Assistance Program (ICAP)
The Innovation Commercialization Assistance Program (ICAP) is a free, intensive startup assistance program targeting Virginia-based high-growth potential technology and innovation-driven ventures.
ICAP, part of Virginia’s Small Business Development Center (SBDC), helps entrepreneurs along the entire startup journey – from ideation through Series A funding and beyond.
This includes helping identify customers and developing a validated business models to creating an effective fundraising strategy and connecting founders to relevant resources attract investors. The program does not provide direct funding.
ICAP mentors help startups:
- Develop a validated business model.
- Create a go-to-market strategy.
- Gain access to experts, advisors, and angel investors.
- Get help obtaining non-dilutive and equity funding.
- Receive continuous counseling and strategic guidance.

About the SBDC
The Virginia SBDC Network is a partnership between the U.S. Small Business Administration, George Mason University, and local host organizations throughout Virginia, including universities, community colleges, chambers of commerce, municipalities, economic development organizations, and private companies.
