Winters holds a Master of Business Administration from George Washington University and a Bachelor of Management Science and Information Technology with a focus in decision support systems from Virginia Tech.
Carolyn Winters oversees business development and delivery of time-sensitive, mission critical programs for AnaVation’s Homeland Security customers.
She has more than 20 years’ experience in homeland security, program management, concept development, enterprise architecture, IT strategy, and systems engineering. Winters is also passionate about supporting teams in their professional development and delivering exceptional technology and results to achieve client mission success.
Winters has served as a trusted advisor and thought leader to senior DHS decision-makers across the department including: DHS Headquarters Office of Chief Information Officer: DHS Office of Intelligence & Analysis (I&A); Customs & Border Protection (CBP); Office of Science & Technology (S&T); and the Federal Emergency Management Agency (FEMA).
She supported award-winning efforts across DHS to develop program initiatives, establish policy, engage stakeholders, institute process improvements, enhance information sharing, and bring forth cloud, data analysis, and systems engineering expertise.
