Background
Luo is an assistant professor in VCU’s Department of Computer Science. He holds a Ph.D. in computer engineering and a Ph.D. in communication and information systems.
Before joining VCU, he was a lecturer at Huazhong University of Science and Technology’s School of Computer Science. He was a visitor of the University of British Columbia’s Department of Electrical and Computer Engineering. He is a member of IEEE and ACM.
